Due to the backlash from sleepers against the sleepless, some members of the sleepless Groupnet (namely Tony) came to the conclusion that it was necessary to create an isolated community just for the sleepless. The ridiculously wealthy Jennifer bought 150 square miles of land to build this community. The local government tried to stop them by claiming that they were violating local zoning laws. Tony was sent to prison where he was eventually killed by other inmates. This community was meant to be a Zion in a sense; a place that the sleepless could flee to in order to be safe.
I think that while these isolated, protected communities are tempting, that they are ultimately counter-productive. While segregating the oppressed portion of the population will protect them, it will never lead to full social integration. This has become a particularly big issue with the gay community due to the opening of the Harvey Milk Institute, a high school only for LGBT high school students and their allies. Unfortunately, taking gay students out of schools will do nothing to help (it would probably even hurt) the fight against homophobia. While the sleepless are tempted to withdraw and form their own community, the reality is that they are already connected with the rest of society, and they need to figure out how to assuage the concerns of the sleepers that they will dominate them.
